Biography

My name is Brad Downey and I live at 9092 Spruce Creek Circle and I have been a proud homeowner in this community for 6 years. I love our neighborhood and want to ensure it remains a great place to live. That's why I'm excited to run for the HOA board and bring fresh ideas and a commitment to keeping our community strong. I served in the US Military for 26 years in the logistics field, and know all too well about Accountability and Communicating with others.

Why I am seeking election

The members need to be kept informed of all issues going on within the community. Holding HOA board members accountable and verify all transactions with the budget. The money belongs to the community, and they should have a say so on what its spent on.

Community priorities

I know of the speed bumps on the back circle that was brought up over a year ago. Upgrading the call box to a more modern system to get rid of the "clickers". Listening to members with regards to the gates, people coming in the exit and following others in. Better Security!

Relevant experience

Served temporary on the board in 2024-2025. Was attempting to work with the members to fix several issues. Work in a Battalion as the Senior Logistics advisor for the commander. Ran the Armory bookkeeping for the Battalion to keep supplies for the building full.

Approach to transparency

Keeping all members aware of everything that comes up. Communication is key to success. Always transparent to the best of my ability. Leave nothing to chance.

Approach to financial oversight

ACCOUNTABILITY! Everyone here will know where all the pennies are going. That is my philosophy. Money spent will be advised to everyone.

Approach to safety and security

As I said before the gates are the main focus to that. And have ideas if elected and if made the President to let everyone know my ideas and take all consideration into account. We need safety and security to be our first priority.

Approach to community communication

I will listen to everyone, that is why I have given my address out and even my cell number. I believe firmly in communication, because everyone needs to be heard! Members can even have better ideas than I do. I will listen to everyone.

Approach to fair enforcement

Common Sense! I firmly believe that we should use it. Not everything should be written up, we have had no rain, so people should not be written up for brown grass. Just an example. And if there is a violation, then a picture with the example should be submitted with it showing EXACTLY what the issue is. For example not a picture of the front of your house saying that it needs to be repainted when there is nothing wrong with the paint.

Additional statement

Retired from the military in 2024 and have plenty of time on my hands to work for the community to make this better for everyone. Will do all within my power to make things right again between the HOA and members.

Responses to the standard owner questions

What is your assessment of security within Sanctuary at Oak Creek, and what practical, lawful, and financially responsible security measures would you evaluate or support?

Updated call box and entry system, possible a gate arm to eliminate people from following in. Exit points possible to have a enter point type of deterrence (tire suppressor) with signage that states NO ENTRY.

Would you evaluate options to reduce or better control HOA fees, and what specific financial records, contracts, reserves, insurance costs, services, and operating expenses would you review?

First thing would be to do a full audit and find any wasteful spending and eliminate it. Review all contracts with the possibility to have them updated to better reflect true costs.

What specific plans would you support to bring the community together and improve direct engagement between owners and the Board?

Have quarter meeting IN PERSON, so we can all meet and discussion future plans as a community should. Listen to everyone's issues equally and work with them to resolve if possible.

What is your position on the current or proposed abatement matters affecting the community?

There should be a violation committee that goes over it monthly and not abuse the lawyer that will charge the community each time he is contacted. Using common sense and trying to work with members that is willing to work with the HOA.

What steps would you take to ensure that owners receive timely, complete, and understandable information before major Board decisions?

For starters have the quarterly meeting dates out for the fiscal year, so all members can work with their calendars to be able to attend. Keep all members informed with the use of the internet, email, and snail mail and any other means necessary. Communication is the key. NO SURPRISES! Have the meeting agenda out ASAP (at a minimum 14 days prior).

How would you promote fair, consistent, documented, and nonselective enforcement of community rules?

One thing we need to do is revamp the Bylaws and Declarations to meet standards with the new FS 720 doctrine. Its al least 10 years old and never been updated. Get members input during the meetings, in order to better understand what is needed and what can be removed. We all want this community to thrive but also maintain its value.

How would you disclose and manage any personal, business, vendor, management-company, or other conflict of interest?

Once we complete the audit, send out the information to the members informing them of what has been found and rectified. From there make sure any new contracts or business that we would use would be brought up at the next meeting or send the information out to the members to keep all informed. Any major dealing would be brought up at the meetings and discussed, then decided whether to GO or NOGO with that contract with the member's input. I believe we all have a say so as its everyone's money not the HOA's.

What specific commitments would you make for your first 90 days and first year, and how should owners measure your performance?

As a reminder that as a board member I have only ONE vote on the board as it stands. I am trying to become the President, if possible, to be able to make the changes I would like to see. We need more accountability and transparency for all members. First thing would be an Audit, then amending the Bylaws per my previous statement, undoing the wastefulness, address quarterly meetings in person, work to improve relationship with HOA and members of the community. I have so much I would like to see changed to better represent the community.

One director cannot act alone. How would you build support among other directors while remaining responsive to owners and maintaining independent judgment?

Trying to win the President seat, in order to bring balance back. To use common sense when discussing issue with the community. Talk with other board members to hear their ideas and try to work together for the benefit of the community. If not and more shenanigan's happen then vote to have them removed as they are not complying with what the community wants. We need accountability and transparency more than ever and if board members are not going to be held to those standards, then they need to go.
